3.15 Election Observers (Including Observer Reports on the 2001 Elections)

Elections in deeply divided societies will always be prone to dispute unless there is a broader political determination to reach accommodation across the ethnic and political divide. Unfortunately, Guyana is no exception to this rule. It is because of this prevailing situation that (predominantly) International and local Observers have been overseeing the preparations for and administration of elections since the 1992 General and Regional Elections. Observers to have engaged in overseeing elections in Guyana include the Carter Centre, The Guyana Long Term Observation Group, The European Union Observation Mission, CARICOM, Commonwealth, Organisation of American States and the Electoral Assistance Bureau (local).
